For years, transformation leaders have been bogged down by the sheer scale and complexity of deciding the fate of thousands of applications, a process often mired in manual analysis, subjective reviews, and inconsistent outcomes that delay progress and squander opportunities. Now, a new paradigm is emerging with Agentic AI systems, which are intelligent, autonomous agents that collaborate to reason through complex problems, delivering reliable and business-aligned recommendations. This technological shift promises to redefine IT portfolio decision-making, moving it from a slow, manual chore to a dynamic, data-driven strategic function powered by systems that can understand intent, analyze context, and provide clear, defensible guidance. The integration of Agentic AI with powerful ecosystems like AWS Bedrock and the Model Context Protocol (MCP) offers a glimpse into a future where modernization decisions are made with unprecedented speed, objectivity, and scale.

The fundamental challenge in application modernization has always been decision-making at scale, as most organizations find the process of determining whether to Retain, Rehost, Replatform, Refactor, or Retire their applications to be profoundly difficult. This process is typically a time-consuming and manually intensive effort, relying on teams of architects and analysts to sift through documentation, interview stakeholders, and analyze codebases. The resulting recommendations are often highly subjective, heavily dependent on the individual reviewers’ experience and biases, which leads to inconsistent strategies across the portfolio. Furthermore, this manual approach is slow to adapt to changing business priorities, market conditions, or newly identified risks, creating a significant lag between strategic intent and execution. The consequences are tangible: delayed transformations, misaligned investments, and valuable opportunities for innovation being missed while teams are stuck in analysis paralysis. This friction not inly hampers digital agility but also perpetuates technical debt, making the modernization journey even more daunting over time.

In response to these persistent challenges, the vision of an intelligent portfolio advisory system powered by Agentic AI presents a compelling alternative. Imagine a modernization engine where a business user or IT stakeholder can simply ask a natural language question, such as, “What is the optimal modernization path for this specific application?” The Generative AI system would then interpret the user’s intent, initiate a comprehensive analysis of the application, and produce clear, defensible recommendations grounded in real-time data. In this model, a team of autonomous software agents collaborates seamlessly behind the scenes. One agent might assess technical and business risks by querying code repositories and compliance systems, while another estimates the required effort using historical data, and a third identifies proven transformation patterns. This collaborative, automated approach promises to deliver outcomes that are not only faster but also more objective and consistent. This vision harnesses the power of Agentic AI, AWS Bedrock, and the Model Context Protocol working in concert to transform portfolio decision-making from a bottleneck into a strategic accelerator, aligning technology investments directly with business goals.

2. The Mechanics of an AI-Driven Modernization Strategy

The end-to-end process of using Agentic AI for modernization begins with a simple yet powerful user interaction: a natural language prompt. A stakeholder, whether from the business or IT side, can enter a straightforward request like, “Assess this application and recommend a modernization strategy.” At this point, the Foundation Model (FM) within Amazon Bedrock interprets the user’s intent and orchestrates a series of tasks by routing them to specialized Action Groups. For example, one Action Group might be tasked to determine the application’s disposition (getAppDisposition), deciding if it should be retained, rehosted, or retired. Simultaneously, another group evaluates technical and business risks (getRiskScore), such as technical debt and security vulnerabilities. Others are assigned to estimate the modernization effort (estimateEffort) and suggest appropriate migration patterns (suggestPattern). Each of these Action Groups then communicates through a Model Context Protocol (MCP) gateway to an MCP server, which in turn triggers AWS Lambda functions. These functions are the workhorses that fetch real-time data from various enterprise systems, including the Configuration Management Database (CMDB), application performance monitoring (APM) tools, code repositories, and compliance systems. Finally, the FM consolidates the detailed responses from all agents and synthesizes them into a clear, explainable modernization advisory for the user.

This sophisticated workflow is supported by a robust, five-layer system architecture designed for traceability, modularity, and extensibility. At the top is the Bedrock Agent Layer, which orchestrates the entire flow from user prompt to final recommendation. Below this, the Foundation Model and its associated Action Groups work to break down the user’s request into discrete, actionable API calls. The third layer consists of the MCP Client, Gateway, and Server, which collectively provide standardized and secure access to contextual data and external tools, ensuring that agents can reliably interact with enterprise systems. The fourth layer is composed of the AWS Lambda Functions, which perform the stateless business logic required to fetch or compute insights from various data sources. Finally, the Data Layer provides the persistent storage for application inventories, risk rules, effort models, and governance policies, using services like Amazon RDS, DynamoDB, and S3. This layered design is not only elegant but also highly practical, as it allows the system to be adapted to any enterprise environment while ensuring that every step of the decision-making process is transparent and auditable.

The coordination of these diverse agents requires sophisticated orchestration patterns tailored to the specific workflow. For independent tasks, such as concurrent risk scoring and compliance validation, a parallel execution model is most efficient, allowing multiple agents to work simultaneously to gather insights. In contrast, for processes where one agent’s output is a prerequisite for another’s input—such as determining an application’s disposition before estimating the effort and then calculating the cost—a sequential chain is necessary. To implement these patterns, powerful orchestration tools are recommended. LangChain, for example, excels at prompt routing, tool management, and maintaining agent memory, which is crucial for contextual continuity in complex conversations. For more structured, low-code workflows, AWS Step Functions provides a serverless orchestration service that can manage the sequence of agent interactions in a predictable and scalable manner. The core components include Amazon Bedrock and AWS Lambda, which can simulate the full prompt-to-action loop. AWS API Gateway can be used with mocked MCP clients to represent the backend data flows, providing a realistic yet simplified integration layer. For the user interface, a simple web application can be built using Streamlit or Amazon Q Business, offering an intuitive way for users to interact with the system. This low-code approach relies heavily on prompt engineering, service configuration, and the seamless integration of existing AWS services, making it a fast and cost-effective way to demonstrate the value of an AI-driven modernization advisory. The goal is to build a system that accepts a natural-language request and responds with a disposition, risk score, effort estimate, and a recommended transformation pattern, all generated through Action Groups backed by Lambda functions and a small data store.

To begin, certain prerequisites must be in place. An AWS account with access to Amazon Bedrock, Lambda, IAM, API Gateway, S3, and a database service like DynamoDB or RDS is essential. Additionally, access to the AWS Command Line Interface (CLI) or the AWS Console with appropriate IAM permissions is required, along with a local Python installation for writing Lambda functions or the Streamlit UI. The PoC’s scope should be clearly defined with a minimal success checklist. This checklist should confirm that a user’s prompt returns the four key outputs (disposition, risk score, effort, and pattern), that each result includes a short rationale for explainability, and that all action traces are logged in CloudWatch for auditability. A crucial early step is preparing a sample data layer so the Lambda functions have data to query. This can be achieved either by creating a DynamoDB table with sample application inventory records or by storing structured JSON files in an S3 bucket. This approach ensures that the PoC provides deterministic and explainable data, allowing the Lambda functions to return predictable responses based on predefined rules rather than relying solely on the LLM’s generative capabilities.

5. Finalizing and Testing the Agentic AI System

With the data layer in place, the next step is to build the backend logic using small, focused Python Lambda functions, with one for each Action Group. For instance, the getAppDisposition Lambda would contain logic to determine the modernization path based on application attributes from the sample data. Similar Lambdas for getRiskScore, estimateEffort, and suggestPattern should be created to return numeric scores and concise rationales. These functions can be deployed quickly using the AWS Console’s inline editor. Once deployed, their Amazon Resource Names (ARNs) are recorded for later integration. There are two primary paths for integrating these functions with the Bedrock agent. The most direct method is to use Bedrock Action Groups to call the Lambdas directly. This involves defining an Action Group in the Bedrock console, providing an instruction text for the agent, and linking the action to the corresponding Lambda ARN. This is the fastest way to get a working prototype. The second, more modular path is to wrap the data sources and APIs behind the Model Context Protocol (MCP). This involves creating an OpenAPI specification for the endpoints and deploying an MCP server that implements it, providing a standardized way for agents to discover and call external tools securely.

After choosing an integration path, the Bedrock agent itself must be configured with clear instructions, such as: “When a user asks to assess an application, collect the appId, call getAppDisposition, then in parallel call getRiskScore and estimateEffort, and finally suggestPattern.” The four Action Groups are then added and mapped to their respective Lambda or OpenAPI tools. Using versioning and aliasing is a best practice, allowing for iteration without breaking existing integrations. With the configuration complete, the agent can be tested interactively in the Bedrock console using prompts like, “Assess app cust-billing-01 and recommend a modernization strategy.” The test should verify that the agent invokes the correct Action Groups, that the backend logs show invocations, and that the agent returns the expected disposition, risk score, effort estimate, and pattern with rationales. For a more user-friendly experience, a simple UI can be built with Streamlit, using the bedrock-agent-runtime SDK to connect to the agent. Finally, observability is key. CloudWatch logs should be enabled for all components, and the trace attributes included in the Bedrock agent’s response should be used to provide full explainability and auditability for every decision.

The adoption of Agentic AI for application modernization marked a significant turning point for organizations, fundamentally transforming a process once defined by its manual and time-consuming nature.
