The presence of strategic visions in district councils and unitary authorities is also significant, with approximately two-thirds of respondents affirming their existence.

Despite the widespread presence of these strategic visions, a considerable gap exists in the effective utilization of digital technologies to meet these aims. While 79% of respondents acknowledge having a strategic vision, only 58% report that digital technology is embedded to a large or very large extent within their strategic plans. This discrepancy highlights a critical area for improvement in the digital transformation journey of local councils, indicating that while the strategic vision is present, the digital infrastructure and integration are lacking.

Potential Versus Current Utilization

The recognition of the vast potential digital technologies hold for achieving strategic visions is widespread among councils. Among those with a strategic vision, 62% believe that digital tools could largely or very largely facilitate reaching their goals. However, this recognition does not always translate into actual implementation, with many councils not fully harnessing this potential in their current plans.

This underutilization is most apparent in the disparity between the perceived potential of digital technologies and their current application. While councils see high potential for digital tools to improve efficiency and productivity, the actual integration of technology into strategic plans remains limited. This gap underscores a pressing need for a more concerted effort to bridge the divide between digital potential and reality, ensuring that strategic visions are not just aspirational but actionable through robust digital solutions.

Prioritized Themes and Digital’s Relevance

Efficiency and productivity emerge as the foremost themes for councils, likely driven by financial pressures facing local governments. Other prioritized themes include place making and community partnerships, and economic growth. However, aspects such as personalized services, citizen-centered decision-making, and openness and transparency are given lesser importance. This disparity suggests that while financial and operational efficiencies are critical, there is occasionally less focus on the direct impact of services on citizens.

Despite the high potential of digital technologies to enhance efficiency and productivity, their role in achieving economic growth and regeneration is perceived to be limited. This indicates a need for councils to reassess how digital tools can be leveraged across various strategic areas to meet diverse objectives. For instance, digital tools could substantially support place making initiatives and community partnerships, thereby providing more value and fostering deeper community engagement.

Barriers to Digital Adoption

Funding is identified as the foremost barrier to achieving the full potential of digital transformation. This challenge is followed closely by staff skills and capability, and legacy technology systems that are not equipped for modern demands. These barriers are compounded by a reluctance from staff to adopt new technologies and the availability of suitable tech options. Additionally, imposed systems and changes by the central government, which often lack flexibility, further stymie digital adoption.

Financial constraints faced by councils remain a significant impediment to digital transformation. Without adequate funding, councils struggle to invest in the necessary technologies and training required to fully harness digital advancements. Addressing these barriers is crucial for councils to realize the full potential of digital tools within their strategic plans. Developing comprehensive financial strategies and seeking flexible government policies could provide the necessary leeway for advancing digital initiatives.

Councils’ Confidence in Digital Capabilities

Less than half of the respondents (46%) believe their council possesses the knowledge, ability, and confidence to design and effectively implement digital solutions. This lack of confidence points to a broader issue within local government workforces where skills and job roles are not keeping pace with the rapid changes in digital technology. The deficiency indicates an urgent need for focused training programs and skill enhancement among council staff.

Several councils are making positive strides through initiatives like embedding digital strategy within workforce strategy and running digital champion training programs. However, a more widespread and concerted approach is essential to ensure all councils can confidently navigate the digital transformation landscape.
